More design work for the Halo story that and I have worked on in the past. One of the central characters is a Spec.Ops Elite, who has his roots in the events surrounding Delta Halo, in Halo 2. Because of this, I've gone with a somewhat more traditional take on the Elites' armor; this design is very heavily based on the Elites from the original Halo trilogy, with just a little bit of Reach thrown in for good measure.
After fighting the first group of Covenant you encounter aboard UNSC Forward Unto Dawn in H4, Cortana remarks that they "aren't outfitted like standard military." The special edition guide for the game makes it pretty clear that the Covenant forces on Requiem are part of a fringe, fanatical sect, which had been waiting outside the entrance to Requiem for several years prior to the Chief's arrival.
So this is my take on what "standard military" Elites might look like in 2556, and will be used as a basis for subsequent designs and permutations.
